Trace a logo or line art into vector paths, with no library and no upload

This is for logos, line art and flat screenshots. Tracing a photograph produces thousands of paths that weigh more than the original and look worse than it. If the real vector file exists anywhere, that is the better answer — a trace is an approximation with no editable text and no named layers.
